You do realize that there is a whole message body that you can use to provide some essential details? Like, what language are you using and what kind of hardware to you have to output the digital signal, and what type of valve you are trying to control?

I'm not exactly sure. I just had this problem dropped in front of me
and I have no labview experience. I want to learn but I'm kind of being
rushed to do this.

To simply turn a valve on or off would be trivial in LabVIEW if you had the correct hardware. A simple program could be written in a manner of minutes. In fact, one of the shipping examples could be used as is. It's the intergration of this simple program into whatever else is required that is going to take some time and effort.
